President - Principal Engineer

Sam SabaaliSam J. Sebaali, P.E. is President and Chief Executive Officer of Florida Engineering Group, Inc. He has been a practicing engineer since 1985 and founded F.E.G. in 1993. As President of Florida Engineering Group, Inc., Sam has fostered a culture of diversity within F.E.G. He has also instilled a focus on commitment, integrity, and selflessness in the way F.E.G. delivers it services. These values are part of the founding principles of Florida Engineering Group, Inc. and our quest to provide outstanding quality engineering service to our clients and communities.

Prior to founding Florida Engineering Group, Inc., Sam worked for the Southwest Florida Water Management District in the capacities of Senior Professional Engineer and Professional Engineer; for Lake County Government, Florida in the capacities of Development Review Manager and Environmental Engineer; for Elias Engineering and Testing, Inc. in the capacities of Project Manager and Project Engineer; and for SITAC of Florida, Inc. in the capacity of Engineer/General Contractor. Sam has been recognized with numerous quality service awards spanning his engineering career and prior employment.

Sam has successfully completed design, permitting, and construction administration of several hundred projects throughout the State of Florida, the State of Georgia, and internationally. He has extensive experience in all aspects of civil engineering including site design and permitting; hydraulic and hydrologic modeling; water and wastewater utility distribution system design and permitting; lift station design and permitting; erosion control design; plan review for code compliance; construction inspections; and as‐built review and certifications. Sam is a recognized expert in stormwater management system design and permitting.

Sam has received Bachelor’s and Master’s of Science degrees in Civil Engineering from Louisiana Tech University and a Master’s of Business Administration degree from Saint Leo University. He is a registered Professional Engineer in the State of Florida and State of Georgia, and he is also a Certified General Contractor in the State of Florida.

Sam is a member of the National Society of Professional Engineers, the American Society of Civil Engineers, and the Florida Engineering Society, and a Past President of the American Lebanese Engineering Society.

Sam has co‐authored “Review of Ponds Software” Report, SWFWMD, 1994 and “Design of Wet‐Detention Ponds in Open and Closed Basins”, SWFWMD, 1991. He has also co‐developed “MODSTRES” pre‐processor to ‘MODRET’ Software, 1992 and the “SWFWMD Hydrograph Generation Routine” used in the “PONDS” software, 1993. Sam has served on several committees including the Lake County Technical Review Committee and the Sumter and Lake County Technical Sub‐Committee on Flooding (1996).

Jean Abi‐Aoun, P.E., LEED ® AP

Vice‐President – Principal Engineer

Jean Abi‐Aoun Jean Abi‐Aoun, P.E. is Vice‐President of Florida Engineering Group, Inc. He has been a practicing engineer since 1988 and joined F.E.G. in 2004.

Jean brings extensive engineering experience in the public and private sectors in civil engineering with emphasis on site planning, municipal, and highway design, permitting, and construction administration.

Prior to joining Florida Engineering Group, Inc., Jean worked for the Seminole County Government, Florida in charge of the Land Development Engineering section; for Berryman and Henigar, Inc. in the capacity of Civil Engineering Manager overseeing Private Land Development, Municipal and Highway Design projects; and for Stottler Stagg and Associates, Inc. in the capacity of Production Manager overseeing Private Land Development, Municipal and Highway Design projects.

Jean has successfully completed design, permitting, and construction administration of several hundred projects throughout the State of Florida and internationally. He has extensive experience in managing the civil engineering design of multi‐million dollar infrastructure projects in a variety of fields including residential, commercial, industrial, military and educational facilities; highway design and permitting; hydraulic and hydrologic modeling; water and wastewater utility distribution system design and permitting; lift station design and permitting; erosion control design; plan review for code compliance; construction administration.

Jean has received Bachelor’s and Master’s of Science degrees in Civil Engineering from Florida Institute of Technology and a Master’s of Art in Finance degree from Webster University. He is a registered Professional Engineer in the State of Florida.

Jean is a member of the National Society of Professional Engineers, the American Society of Civil Engineers, and the Florida Engineering Society. Jean has published several papers presented in conferences on Computational Methods in Water Resources (MIT June 1988 and Halifax, Canada 1990) as part of his research and development of a finite element model (master’s degree thesis) to predict saltwater intrusion in coastal aquifers due to well activities.

Richard T. Abt

Atlanta Branch Manager

Richard T. Abt Rick Abt is Branch Manager for Florida Engineering Group’s Atlanta office. Rick Abt brings 26 years of experience with emphasis in project management, engineering, and landscape architecture. Rick’s strengths include concept design, engineering production and the ability to streamline the permitting process, resulting in seamless and expedited project delivery for the client. Rick‘s experience spans all areas of project management and delivery including proposal writing, client relation, design, quality control, cost estimating, contract negotiations, and construction administration. Rick is a graduate of West Virginia University and has worked on and managed several hundred projects throughout the Southeast United States.

Throughout his career, Rick has had great success in delivering client satisfaction and creating long-term growth for companies he has worked with ranging from spearheading new departments to managing and re-organizing existing departments. Before working with FEG, Rick shared his talents with companies such as Cunningham-Graves, Inc. in Austin, Texas; HWH in Orlando, Florida; and Interplan, LLC in Orlando, Florida and Atlanta, Georgia where he opened a new branch office to accommodate corporate clients with national rollout programs.
